History
Vincent was born to a Starfleet family. There was never really any doubt in his mind, that the brighter ideals of the Federation - peace, diplomacy, and exploration, were exactly where he wanted his life to go. He found he had a natural talent for strategy and quick grasp of politics.
While his empathy is not as strong as it could be, Vincent is aware of it, and has received some training with it. He prefers not to use it, relying on his own verbal abilities, to diffuse potentially threatening situations.
Though his is not an ambitious man, Vincent has ever been an over-achiever. His pure talent, and his dedication to his job, and the ideals of the Federation, have earned him numerous commendations from his commanding officers.
He served first and foremost as a diplomatic officer, on various Federation embassies throughout the Alpha and Beta quadrants, before being reassigned to U.F.P. HQ on Earth. Here, Perry branched into the office of strategic services, where he supervised fleet deployments during several major conflicts, before finding a niche in the particular art of intelligence analysis. During this period, Perry also earned several advanced degrees, and became a Professor at Starfleet Academy on Earth.
At some point in his career, Vincent observed that for many of his colleagues - the results mattered more than the methods used to obtain them. Deals were made in the dark, and people in power were manipulating the lives of brave men and women for their own petty purposes. After a bout with lung cancer, Perry recognized that this corruption was a form of cancer in the Federation. Suddenly, the unassuming diplomat & professor, became a force to be reckoned with, in the upper echelons of Starfleet.
He left his well worn chair and wide-oak desk behind, and requested command of a starship - the USS Monitor - from which he could actively work in the field to uphold the values of the Federation.
Despite a brush with lung cancer, Vincent refuses to abandon his old fashioned pipe, and the hint of cherry aroma can often be smelled on his uniforms. He is also well versed in fine wines, liquors, and is a practiced, though far from expert, fencer.
He has been married for 30 years to Samantha Perry, a Professor of History at Starfleet Academy.
